The arrests follow a probe into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the incident, a pair of female travelers were robbed of their suitcases upon exiting a car park lift.
A toddler aged three was among the those hurt during the incident. A total of five individuals went to hospital for treatment and have since been released.
Officers detained a man in his thirties on suspicion of theft and assault close to the location. He has since been released under investigation as the investigation proceeds.
Authorities were called at about 8:10 in the morning GMT after reports came in regarding a number of people injured by a noxious substance thought to be pepper spray.
The assault - an event that authorities stated was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park briefly.
